This paper presents the status of various tune measurement techniques, and describes the beam spectra analysis method based on turn-by-turn beam position data. The physical requirements, hardware layout and key modules of the betatron tune monitor system is introduced for the Shanghai Synchrotron Radiation Facility (SSRF) storage ring. A series of beam experiments have been carried out in order to optimize system configuration, and to evaluate systematic measurement error and resolution. The comparison of various running modes of the tune monitor are made, and suitable running modes are analyzed for different accelerator operation phases.
